Dr. Timberly Monaghan brings deep expertise in designing and implementing large-scale CTE reform grounded in workforce alignment, equity, and policy innovation. In her career spanning state and national education systems, she has led initiatives across post-secondary pathways, registered apprenticeships, work-based learning, and industry-based credential strategies. She has advised school systems across diverse contexts on how to redesign pathways based on employer input and labor market data, and has collaborated with postsecondary, industry, and legislative partners to drive systems-level change. Dr. Monaghan regularly presents at state and national conferences on CTE transformation, cross-sector partnerships, and the strategic leveraging of relationships to improve college and career outcomes.
