Bio:
Jessica “Jess” Keenan is a Workforce Project Manager with the Workforce Intelligence Network (WIN), where she leads the Advance Michigan Center for Apprenticeship Innovation (AMCAI) team. Currently supported by the U.S. Department of Labor’s Apprenticeships Building America (ABA) grant, Jess and her team partner with employers across southeast Michigan to expand and certify Registered Apprenticeship Programs. They collaborate with employers and industry partners to design pre-apprenticeships and create technical tools that address workforce needs and strengthen pipelines into high-demand careers.
With over nine years of experience grounded in collaboration and systems-focused work, Jess bridges people-centered service and workforce development. She has housed veterans and their families, supported individuals with disabilities as a Qualified Mental Health Professional, and managed a regional housing and homelessness services database that connected more than ten programs across multiple counties. These experiences strengthened her expertise in partnership-building, data quality, and systemic problem-solving, all of which she now applies to advancing apprenticeship and workforce solutions.
Jess holds a Master of Social Work from Michigan State University and a Bachelor of Social Work from Saginaw Valley State University. A licensed LMSW with a macro practice focus, she is passionate about using data integrity and system improvement to drive equitable workforce outcomes.
Based in Oakland County, Michigan, Jess shares her home with her partner, three dogs, and two cats. When she’s not focused on workforce strategy, she’s probably reading, trying a new recipe, or diving into her next DIY project.
