Coach Portia

Coach Portia Hoover is an entrepreneur, workforce development advocate, and founder of Coach Portia’s Enterprise, a training organization focused on preparing individuals for opportunities within federally regulated, compliance-based industries. Through hybrid workforce training programs in DOT and NON-DOT specimen collection and DNA collection, she helps career changers, underserved populations, and individuals facing employment barriers transition into workforce participation, entrepreneurship, and sustainable income pathways.

Drawing from her own experience navigating workforce barriers without a traditional college degree, Coach Portia built a model centered on real-world readiness, structured preparation, and practical skill development. Her programs combine digital instruction, mock proficiency preparation, physical learning tools, and workforce-to-industry pipeline support designed to help participants move beyond certification into active workforce participation.

Coach Portia is also recognized for developing what she describes as the first structured DNA curriculum system created specifically for DNA collectors, designed to provide not only technical knowledge, but also terminology training, confidence building, and real-world field preparation.

Participants from her programs have gone on to launch mobile testing businesses, establish lab partnerships, secure service agreements, and provide services within their communities.
