To clarify how this affects workforce programs, the U.S. Department of Labor has released an ETA Lapse Plan Overview outlining impacts and changes in agency activity.
The plan highlights specific areas where services will pause during the shutdown, including:
- ETA staff will not respond to grantee inquiries
- Program performance and financial reports from grantees will not be reviewed
- Registered apprenticeship standards will not be processed by federal staff
- Audit-related requests and responses will not be fulfilled
- The Office of Foreign Labor Certification (OFLC) will not process prevailing wage determinations or labor certification applications
