The United States Department of Agriculture (USDA) issued two memorandums related to the Supplemental Nutrition Assistance Program (SNAP) changes included in the One Big Beautiful Bill.
The Supplemental Nutrition Assistance Program (SNAP) Provisions of the One Big Beautiful Bill Act of 2025 – ABAWD Exceptions – Implementation Memorandum outlines the following:
- Changes to the upper end of the age range for work requirements from 55 to 64.
- Lowering the age of a household for an exemption from 18 to under the age of 14.
These policy changes are scheduled to go into effect on November 1, 2025.
The Supplemental Nutrition Assistance Program Provisions of the One Big Beautiful Bill Act of 2025 – ABAWD Waivers – Implementation Memorandum outlines the following:
- SNAP waivers based on insufficient jobs will only be effective for 30 days after the attached memo was issued.
- Waivers specifically for areas with a persistent (12-month average) unemployment rate above 10%.
These policy changes are scheduled to go into effect on November 2, 2025.
