Designing a workforce strategy must be all-encompassing. As continuous efforts are drawn on the current labor market, the commonalities in workforce initiatives for local government and workforce stakeholders appear to present a less meaningful focus on urban and rural markets and the non-labor market population. In a review of the Current Population Survey (CPS) for a city’s unemployment rate, it’s not often communicated that CPS data reports from a condensed sample population and only considers individuals of the labor market. This is a challenge. In growing economies that are gearing a bolder focus on workforce development and education for high-skilled career demands, the lack of meaningful engagement towards urban and rural communities and the non-labor market population minimizes the opportunity to heighten community resources, to establish family stability, and to empower self-sufficiency for the communities and people that need it most.
